The Montrose Settlements Restoration Program (MSRP), a multi-agency government program, oversees the restoration of natural resources in the southern California marine environment that were harmed by DDTs and PCBs. The program prioritized a number of seabirds for restoration efforts based on evidence of eggshell thinning of greater than 15 percent compared to pre-DDT era eggs. Eggshell thinning greater than 15 percent is defined as an injury by the natural resource damage regulations. The goal of the seabird habitat restoration projects is to restore seabird nesting habitat, attract seabirds to the restored sites, and removing non-native plants and animals.
